Orlando Economic Partnership Announces Key Leadership Promotions to Accelerate Regional Innovation and Economic Growth

These leadership appointments position the OEP, and the broader region, to navigate a rapidly evolving economic landscape shaped by artificial intelligence, emerging technologies, and shifting global dynamics.

The Orlando Economic Partnership (OEP) today announced the promotions of three senior leaders as part of a strategic effort to strengthen the region’s economic development capabilities and advance the Orlando 2045 Vision. These leadership appointments position the organization, and the broader region, to navigate a rapidly evolving economic landscape shaped by artificial intelligence, emerging technologies, and shifting global dynamics.

Sheena Fowler has been promoted to Senior Vice President of Innovation and Economic Development, where she will lead OEP’s efforts to drive business growth, attract investment, and elevate Orlando’s standing as a top 10 innovation hub in the United States.

A proven leader with more than 15 years of experience, Fowler brings deep expertise across high-growth industries including defense, aerospace, modeling and simulation, semiconductors, digital media, fintech, and advanced technologies. During her prior 12-year tenure at OEP, she played a critical role in securing high-impact projects for the region, including investments from Amazon, AMD, and Red 6. She also helped define Orlando’s technology identity by launching the Orlando Tech Council and Tech Grant Program, while helping attract national venture capital attention through initiatives like Rise of the Rest.

Most recently, Fowler secured more than $70 million in federal contracts during her time at Red 6, further demonstrating her ability to execute large-scale growth strategies. In her new role, she will focus on building a proactive, research-driven pipeline of opportunities to fuel long-term regional success.

“To compete in today’s rapidly changing economy, regions must combine vision, execution, and collaboration,” said Tim Giuliani, OEP President and CEO.

“Sheena brings all three and her leadership will be instrumental in ensuring Orlando continues to grow as a dynamic, innovation-driven economy.”

In addition to Fowler’s promotion, OEP announced two additional leadership advancements to further align strategy, advocacy, and market intelligence:

Bob O’Malley has been named Chief External Affairs Officer, where he will lead government relations and regional advocacy efforts. O’Malley will play a critical role in strengthening partnerships with local governments and aligning public policy with economic development goals, ensuring Orlando remains competitive and well-positioned for sustained growth.

Neil Hamilton has been promoted to Senior Vice President of Research & Strategy, expanding his role in shaping OEP’s economic development strategy. Hamilton will continue to lead research initiatives while providing data-driven insights that guide decision-making and support investment attraction efforts.

“These promotions reflect our commitment to building from within and leveraging the exceptional talent already in our organization,” Giuliani added.

“Sheena, Bob, and Neil each bring a unique combination of expertise and perspective that will help drive innovation, strengthen our competitiveness, and create greater economic opportunity across the Orlando region.”

These strategic moves come at a pivotal time, as Orlando continues to adapt to economic headwinds, including high interest rates and inflation, while capitalizing on opportunities driven by technology convergence and evolving workforce dynamics. By aligning leadership, strategy, and execution, the Orlando Economic Partnership is positioning the region for long-term resilience and growth.
