About Bret Perkins
Bret Perkins serves as Senior Vice President of Community Growth and Economic Development at Comcast Corporation. He shapes and advances Comcast’s economic development efforts in partnership with government and business organizations to support investment, drive business growth, and strengthen regional economies.
Bret joined Comcast in 2001 and most recently was Senior Vice President of External and Government Affairs, guiding the company’s growth from 2,500 to serving more than 6,000 communities. He helped create Internet Essentials, which has become the nation’s largest and most comprehensive internet adoption program for low-income Americans. Prior to Comcast, Bret held senior leadership roles in the healthcare sector, including Vice President of System Services and Assistant to the President at Mercy Health System in Pennsylvania.
In 2008, Bret received the National Cable & Telecommunications Association’s Vanguard Award for Young Leadership. Bret is a Trustee of Temple University, serves on the board of Temple University Health System, and is a member of the Board of the Federal Reserve Bank of Philadelphia. He also serves on the Board and Executive Committee of the Chamber of Commerce for Greater Philadelphia, as well as the boards of Philadelphia Industrial Development Corporation, the American Council of Young Political Leaders, and The Citizen Media Group.

About Allan E. Keen
Allan Keen has developed new home communities for over four decades, but none with more relevance to Winter Parkers than Windsong, a 150-acre enclave on hallowed ground that was previously part of the peacock-populated Genius Drive Nature Preserve. And none more downright charming than his meticulous restoration of a single 109-year-old downtown Winter Park bungalow that everyone expected would be torn down. The Kummer-Kilbourne House was for several generations the only single-family home with a direct view of Central Park and the shopping district on Park Avenue. In 2011, the grandchildren of lumberyard owner Gotthilf Oscar Kummer, who originally built the home, finally found a buyer they trusted in Keen. The major-league dealmaker, who was responsible for quietly assembling the 1,000 acres on which Universal Studios Florida now sits, renewed the 2,500-square-foot bungalow and relocated his company to the first floor.
The well-connected Keen is a graduate of Rollins College with an undergraduate degree in economics and an MBA from the Crummer Graduate School of Business. He was elected to the college’s board of trustees in 1989 (he’s now the longest-serving board member) and served as chair twice: from 2006 to 2008 and 2015 to 2019. He has also helmed the boards of Enzian Theater, Valencia College, the Winter Park Health Foundation and The Catholic Foundation of Central Florida. (He was knighted by Pope Francis into the Order of St. Gregory the Great in 2018.)
In 2020, Keen mined his legendary Rolodex to raise funds for a passion project: a three-ton bronze sculpture of Fred Rogers that now charms visitors to the campus of Rollins. Keen, who is now also an author with a book called Relationships and Reputation published earlier this year, was named Citizen of the Year by the Winter Park Chamber of Commerce in 2022.

About Karen Irwin
Karen Irwin is President & Chief Operating Officer of Universal Orlando Resort, overseeing Universal Studios Florida, Universal Islands of Adventure, Universal Volcano Bay, the upcoming Universal Epic Universe, and Universal CityWalk. She reports directly to Mark Woodbury, Chairman and CEO of Universal Destinations & Experiences.
Previously, Karen served as President of Universal Studios Hollywood and as Executive Vice President of Global Merchandise and Partnership Development for Universal Parks and Resorts. In these roles, she led global retail concept and product development, licensed brand management—including retail programming for The Wizarding World of Harry Potter—and oversaw key corporate sponsorship and partnership initiatives. She began her career at Universal Orlando in 1990 and has held numerous leadership positions across operations, food and beverage, merchandise, and revenue management.
Karen has served on several boards, including Visit Orlando, the Metro Orlando Economic Development Commission, the Rosen School of Hospitality at UCF, and Valencia College, as well as tourism and entertainment boards during her time in California. She holds a bachelor’s degree in journalism and communications from the University of Florida and completed an executive program at the Wharton School of Business.

Tim Giuliani is a national leader in growing cities that deliver economic growth. As President and CEO of the Orlando Economic Partnership, his leadership has helped attract over 30,000 new jobs, $3.6 billion in capital investment, and $3.3 billion in annual payroll. Tim’s collaborative work with elected, higher education, and private sector leaders led to the investment of $500 million into the Florida semiconductor cluster. Tim’s work to advance broad-based prosperity is focused on cultivating civic leadership and bringing those leaders together to align around the long-term opportunities and challenges that face metro communities.

About James Lima
James Lima has been actively engaged in complex matters of real estate, economic development, and public policy since 1986, with extensive private and public sector experience in the planning and revitalization of urban places at a variety of scales.
James founded JLP+D in 2011 after leading redevelopment strategies for numerous large-scale sites as a partner at a major national economic and real estate advisory firm. Previously, he was Senior Director of Development in the New York office of residential REIT AvalonBay Communities, Inc. Additionally, James was appointed by NYC Mayor Michael Bloomberg as founding President of the Governors Island Preservation and Education Corporation, overseeing the redevelopment of a 172-acre former military facility in New York Harbor. James also served as Senior Vice President for Special Projects at the NYC Economic Development Corporation, where he managed initiatives focused on growth of the city’s central business districts, including Downtown Brooklyn, and increasing public access to the city’s waterfront. His prior work as Assistant Commissioner at the NYC Department of Housing Preservation and Development and at Forest City Ratner Companies centered on new construction of affordable housing and retail development throughout NYC.
James has served as Assistant Adjunct Professor in the Columbia University Master of Science in Real Estate Development Program (MSRED), where he has led a course entitled Public-Private Partnerships in Real Estate Development. He earned a Bachelor of Arts from Columbia College with a major in architecture and urban studies, and stayed on at Columbia to complete the MSRED Program. At the Harvard Kennedy School, James participated in the Program for Senior Executives in State and Local Government as a Fannie Mae Fellow. He is a frequent speaker at Urban Land Institute and other conferences, has served on advisory panels throughout North America, and has lectured on urban redevelopment at Harvard, Princeton, Yale, Columbia, Penn, and Syracuse, as well as in Rotterdam, Amsterdam, and Sao Paulo.
James serves as a Trustee on the National Trust for Historic Preservation Board of Trustees. Previously, James served on the Economic Development Committee of the Fourth Regional Plan for the Regional Plan Association in New York. He is a longstanding member of the Sustainable Development Council of the Urban Land Institute, a member of the Design Trust for Public Space’s Design Trust Council, and serves on the board of the American LGBTQ+ Museum.

John E. Tyler is FDOT District Five Secretary and CEO for SunRail commuter rail. A civil engineering graduate of Florida State University, John has played key roles in transformational projects enhancing Central Florida’s transportation network, including SunRail, Wekiva Parkway, and the I-4 Ultimate – the largest project in FDOT history. He moves the needle on transportation through his roles on the LYNX Board of Directors and FDOT’s Statewide Executive Team. John’s District in Central Florida has 4.6 million residents and includes three interstates, 21 aviation facilities, four major rail lines, a deep-water port, and the premier spaceport on the planet.

Sheena Fowler has rejoined the Orlando Economic Partnership as the Vice President of Innovation.
Sheena most recently served as Chief Executive Officer of Innovate Orlando and brings more than 15 years of leadership across Orlando’s technology and innovation ecosystem. She previously served as Orlando Film Commissioner at the OEP and held leadership roles in economic development and tech and innovation.
In her new role, Sheena leads the regional innovation initiatives, strengthens partnerships with industry and community stakeholders, supports entrepreneurs and high‑growth companies, and aligns innovation activity with the region’s broader economic development priorities.

About Carolina Cruz-Neira
Dr. Carolina Cruz-Neira, a University of Central Florida faculty and a member of the National Academy of Engineering, is a pioneer in the areas of virtual reality (VR), interactive visualization, and digital twins. Her innovations have been instrumental in facilitating data analysis, decision-making, design reviews, and training and education. Her work evolved into standard tools used in industry, government, and academia.
She is known worldwide for being the creator of the CAVE VR system, for transferring research into practice by spearheading Open-Source initiatives, and for supporting entrepreneurial initiatives to commercialize research. She is recognized for founding successful applied research centers: the Virtual Reality Applications Center at Iowa State University, the Louisiana Immersive Technologies Enterprise, and the Emerging Analytics Center at the University of Arkansas. Her research leadership has received recognition from major companies for increasing product safety and improving design and production processes that have saved time, lives, and millions of dollars.
She enjoys intersecting her research with the arts and the humanities through dance performances and museum installations. She has been named among the top innovators in virtual reality and one of the top three greatest women visionaries in VR. She is the first person inducted to the National Academy of Engineering for immersive technologies and virtual reality; she has been inducted to the US Congressional Record, she is a member of the IEEE VR Academy, an IEEE Fellow, an ACM Computer Pioneer, an AWE XR Hall of Fame member, and a Modeling and Simulation Hall of Fame. She received the IEEE VR Achievement Award and the International Digital Media & Arts Society Distinguished Career Award, among many national and international recognitions. She serves on national and international technology boards as well as government technology advisory committees.
Her life’s work addressing large problems through interdisciplinary teams has become a key to innovation and is considered standard practice in driving American competitiveness in the global economy.
